Interesting Problem with my joints

I am rigging a person for my college class and when I rotate shoulder joints, it only rotates my elbow joints. You can see the sholders sphere moving however the rest of the shoulder joints is not. Does anyone know how I could fix this?

Note: im in the middle of class and typing this out on my phone so I don't have the opportunity to send the file atm. I'll comment a video though.

Edit: the school was having server issues and we rebooted the computers. I did have to go back a couple of steps and somehow fixed the problem.
