The Rebelion serves the Emperor, even if they didn't know it.
The Emperor benefits from the Rebellion as a boogie man, an excuse for them to build weapons and conscript troops.
The only people who consider the Rebellion morally good is the audience, in universe opinions probably range from this to simply a desire for something different to the idea that if their side wins, they can be in power. Wouldn't even be surprised if you have people like Tarkin and even Jabba who simply want more favorable conditions for their schemes.
Main Cast not withstanding.
As such I can easily see some rebel cells acting in ways that makes it easy for the Empire to justify their actions.
A factory producing imperial tech gets bombed? well that's a bunch of innocent civilians not imperial soldiers, they were just trying to earn a living. Same for other acts that hurt civilian workers weither free or not, even the destruction of the Death Star had civilian casualties.
So now you have public support for defense projects under the belief that the rebellion will make things worse, and whose wants something worse then the Empire?
But that's not all, what if this also ties into the who deal with fear leads to anger, anger leads to hate, routine.
So you also have conditions that might strengthen the Darkside of the force, possibly result in force sensitives being born in the right conditions to create Sith.
That has to benefit the Emperor somehow.
