Could the Hutts make a comeback with the help of First Order remnants?

Been thinking about what might happen post Rise of Skywalker. I can honestly see the Hutt Cartels making a return I think more than enough time has passed for a Hutt rise to power in Hutt space. Even when Boba stood up to the twins it was confirmed he'd need permission to take them out. So even weakened they are not to be messed with. Granted we don't hear from them durring the ST though I do think all that would be needed would be for a young and ambitious Hutt to set out rebuilding and reclaiming territory to that end I can see the remnants of the First Order coming into play.

Odds are they will be scattered, and I don't see any amnesty program for them happening. So it's likely going to be a lot of conscripted soldiers with no options making them desperate for work. I can easily see an ambitious Hutt recognizing the opportunity and hiring them as muscle then proceeding to just snatch up territory.

Yes, I'm aware of what Vader did to the Hutt Council and of Jabba's death. However, there are still Hutts out there and I can see maybe a young Hutt wanting to restore them to their former glory and with an army like the First Order that could be done so long as they have a competent leader something I'm sure enough credits could by.

Besides Hutts are smarter than they look, and I suspect they are playing some kind of long game. Which given their life spans they are more than capable of doing.
