Onvis Matter Thread Plug voltage concern

I bought a smart Matter plug on Amazon and I plan it to use it in the Philippines. Does the AC 120V~, 60Hz mean I can use it in 220V environment? Is the plug dual voltage?

Also, I bought a smart bulb with E26 120v specs. Is it safe to use in a 220V E27 socket?

The smart plug is Onvis Matter Smart Plus and the bulb is the mujoy Smart Bulb

I am so confused right now because I have a working smart plug which is a Tapo P105 with AC 100-125 V~ 50/60 Hz on its specs but I was able to use it with no problems here in the PH. Also, the authorized seller of the Tapo plug sells them with a sticker placed on the box saying that it works on AC 100-240 V. It turns out that Tapo releases plug that are marketed as 125v only but it is actually dual voltage. I checked their community website.
