Will Mastodon make it easier for oppressive countries to control speech?

I believe controlling the likes of Twitter is harder for oppressive countries, as citizen's access to it must be approached as an "all or nothing" decision.

Mastodon offers a fediverse of smaller communities, each of which is less powerful than the whole. It seems to me that an oppressive country could more easily allow or deny servers they like or don't like?

I'm late to the party. Has this been discussed a lot?
