Lack of data propagation: is this intended behaviour?

I'm new to Mastodon and decided to set up a server today. It's all working very well, but I've noticed a couple of quirks:

- The boost and favorite count of a post on a different server only shows the count on my server (ie. only my interaction). But any incoming of the same for one of my post will show the total (ie. the "owning" server has the full count) but this does not seem to be propagated elsewhere.

- If a post is boosted into my timeline from a different server, I'm not seeing replies unless I open it on the original server.

Is this intended behaviour or is something wrong with my setup? If it is intended, why is it set up this way? Seems like a thing that would be confusing to a user used to centralised governance, and something that shouldn't be too hard to propagate at worst with some delayed consistency.
