Shuri or ultron to gear 14?

I already have minnerva at gear 14 so wondering who my next tech gear 14 should be. I aint getting doc oc anytime soon so its between shuri and ultron. I hardly use shuri even at gear 13 since she feels really squishy and I use ultron everywhere but most ppl suggest shuri over ultron for gear 14. I will be entering DD3 next month so wanted to know which ones better. Got mixed responses so far.
