What should I recruit?

I'm about to have another roster spot become available. I'm a free player who's been playing regularly for maybe a month or so (I came for Marvel Insider points, and I stayed because of addiction :D ). I don't have any 5-star characters available to fill it, but I have a decent amount of 4-star. I've also got a couple 1-star characters that can ascend once I've got their double recruited. Is it better to get a 4-star or work on ascending a 1?
