I just rewatched Agent Carter and Incredible Hulk recently and was thinking, with the inclusion of Thunderbolt Ross in CA Civil War, could they potentially be building toward Red Hulk? I think it would make as a great post-credit scene.
In Agent Carter, one of the stolen items from Howard Stark is a vial of Cap's blood, and now that he's back in person, a new sample would be more readily available. Do you guys think this might rekindle Ross's interest in the super-soldier program? And in the Incredible Hulk, Ross had recreated a similar sample of the super-soldier serum if I'm not mistaken and could easily have access to Banner's blood from Mr. Blue's lab or some other means - maybe even from Stark.
