HOMING_FEEDRATE_MM_M No change

My Z at initial homing slams the nozzle to the plate even though this
HOMING_FEEDRATE_MM_M is set really low. Why is that. Is it the settings in octoprint that decides the speed when that software is used to initiate the homing?
