Autoflower - harvest time? super small for age

So this is my first grow. i tried 2 autoflowers. the one pictured is wedding cake from ILGM. I used FoxFarm Ocean Forest Potting Soil. I watered with my city water. I have tested the water, aside from being a little hard, its really clean. I started in a grow tent, running about a 18-6 schedule with LED grow lights. They did ok but they stalled real hard when i took them outside, even with some harding off. at the time of these pics they are 100 days old! They should be at harvest time but they are literally just like 10" tall. I now have a PH tester, but the soil is registering just under 7, prolly like 6.7. I did have a bit of some kind of blight hit them. but ive cut that out.here is my Questions:

  1. should i harvest the bud i can off this? Is it safe if there was a bit of decay on the buds before (several weeks back)
  2. if im using good potting soil, and my ph is OK.. why no 4-5' stalks? light? bad seeds? BTW: the other plant (not pictured) was white widow CBD autoflower, same setup... but it looks WAY smaller and worse off.
  3. think it is too late in the year to start a new grow here in SW Virginia?thanks for any help you guys can give.
