It's one of those turbo-evil glowstate type things. The DEA through its foundational documents derives its power passively from the surgeon general. i.e every classification they make has the status of a national health emergency order during a state of crisis. The only way to legalize a drug is for congress to put through a law that contravenes a given entry.
Pretty interesting story. When they banned MDMA the justification was pretty much - when translated from politispeak - "we can do this cause we can do this, get rekt lol".
(The DEA are cops. Not scientists. The only scientists they permanently employ are chemists telling them which substances can act as drug precursors).

No. Not even close. The law is specifically designed to prevent that. The DEA has as much power over the country's drug laws as the Federal Reserve over its currency. Control by the white house is minimal.
