I mean I assume the main difference will be the number of fans who would want to get their via public transport rather than cars, i.e at the world cup final in Qatar there were I think about 50,000 Argentinians and I'd assume they and other international fans wouldn't all rent a car. Plus for the world cup final you're going to get all the fans that actually have tickets plus a load more who will just travel to the city for the game, I'm sure it won't be an issue but there definitely are differences to an American football match

The point of the last euros was that there was no host nation, as it was a celebration of the 60th anniversary of the euros (why 60 years was celebrated idk) and so it was held in Europe as a whole rather than a specific country or countries, so the 10 countries that had games played in them weren't host nation's.
