I think a good number of Mexican Americans will also have German ancestry but that probably wouldn't be recorded on a census.

Hopefully the question wasn't simply "What is your heritage?" but rather "Do you have German ancestry?"
Furthermore if everyone in a town says yes, that's pretty good evidence that a large number of Germans migrated to that area in the past (or the people came from areas that did).
