Are there any cheats or mods that allow all development points to be unlocked?

Hello everyone! I'm roughly a houndred hours into the game and I am really enjoying it. One of the biggest criticism I have though is the fact that only a minute percentage of development points are actually worth getting, with most of the tree remaining unused.
I would much rather have all points available. Simple preference and I don't think I really need to provide justifications for that in a single player game :P
Anyways, I'd appreciate your thoughts on this if you have any. Cheers!
