An unmarked letter appears overnight at the residence of Kommander Duchess Clara Lannica. Security cannot determine when it arrived, or by whom it was delivered, but are able to determine that it is safe before opening it. The contents read:

We understand your politics will not allow for open war.
We offer alternative methods.
Meet me in Voronov, Rotalia, in the main office of the abandoned Vorotnik munitions factory. Come alone.
