Recommendation for primer

Hello everyone! I was wondering if someone can give me advice on primer.
My skin gets really damn dry during the winter, and there are parts of my skin that are a little bumpier and rougher b.c of it. my skin has some extra texture during dry weather. I have two questions
Since eyeshadow primer tends to be thicker, and stick better overall, is it good for smoothening out bumpiness?
What primers do people recommend that are good for dry, textured skin?
