Trying to incorporate sunscreen before makeup but looks horrible after 4-5 hours. Help?

Hello!

I am going on a vacation to a tropical place and should wear waterproof sunscreen to be safe because of the humidity, chance of rain, etc. I bought the Shiseido Ultimate Sun Protection Cream and have been trying to experiment with what makeup works but it rubs off and/or looks... like sand paper-y after 4-5 hours. It's like cakey but with horrible texture. I was moisturizing before the sunscreen and cut that out today. It looked the best that it ever has at first in the morning but then looked the worse at the end of the day. I was so glad that I had had minimal contact with people because I would've been so embarrassed if anyone had seen how weird my makeup looked. I definitely do not want this happening on vacation.

Routine:

Sunscreen: apply with fingers, wait 10-15 min

Primer: apply with fingers-- first tried my HG Laura Mercier but it's water based so I thought that was the root of the issue, so I switched to Soap & Glory's silicone based primer

Foundation: apply with sponge--I've tried both UD Naked Skin and It Cosmetics CC Cream

Concealer: apply with sponge-- NARS Creamy Concealer

Highlight: just rub stick across cheekbone-- Clinique Chubby Stick

Powder: apply with fluffy brush--I've tried the NYX Set It Don't Fret It and It Bye Bye Pores

Setting Spray: UD All Nighter

What can I be doing differently? Is it a technique issue or do I need different products?
