How do I use Ben Nye powder?

So I made a mistake on amazon and bought ben nye super white translucent powder instead of the liquid costume makeup. I'm cosplaying as Harley quinn next weekend and I'd prefer to not spend another $30 on makeup for it.
So, can I use the powder to suit my needs? I'm not looking for a stark white, classic harley quinn face but rather a "porcelain" look. However I'm not sure of the process I should use to get there. Help!
