How can I use eyeshadow?

I have very deep-set eyes. I have several shadow palettes and I love the shades, but when my eyes are open, eyeshadow is not visible. I don't want to smear colors up to my brows, but I do want a pop of color. Should I check out some different colors of liner/mascara? I have brown eyes so what about green or purple?
My face bare except for some lipgloss.
We're not going to talk about the hyperpigmentation on my cheeks.
