Just like so many public referendums, you need to get the āyesā before resources can be allocated and plans ironed out. Same thing happened with legal weed; we certainly didnāt have a clear plan for it when we went to the polls, but it got the yes, and then the laws and regulations could be written, and several years later it was as rolled out. Thatās how these things work. No idea with limited budget and without a public mandate can hit the polls with a clear plan.
