This isn't really the true details.
Article just touches on the fact of lower quality colleges having more empty seats.
In fact, nearly 3/4ths of the empty seats come from colleges with terrible reputation and students being jobless for >6 months after graduation.
Lying with statistics is easy.
In fact, at premier engineering institutions, and at higher grade engineering colleges not one seat in the mentioned categories that is available to be allotted in the CAP rounds has gone empty.
