Downloaded the trial then preordered cant buy any packs?

Is this happening to any one else? My friend downloaded the trial wasnt sure if he wanted to buy the game. Once he did eventually buy it it told him his preorder packs were available [we know you cant get them until the game actually drops] however he cant purchase any packs either. It keeps telling him that a transaction is waiting or something along those lines
