Kicker and Punter sent to practice squad and then poached by other teams?

Is this a common issue I was unaware of? Had my Star kicker and Star punter automatically sent to the practice squad after preseason and poached.
I only had one of each and cannot understand why the game would automatically empty two important positions, or why that would even be an option at all give that all positions have a minimum requirement.
