The Mortiflyers were Dementus' best option to take the Citadel

They're the only faction we see in the film who could fly, and the Citadel's invulnerability comes from being high up. A more inventive tactician than Dementus might consider the idea of landing a team quietly in the dark, defenses are probably thin or non-existent up there where they think it's safe. The fan man style guys make a racket but the hang gliders would probably be a surprise in the night and it would a cool scene.
