Brass cutting speeds

I need to choose tooling to turn a 30 mm o.d. on cw708 brass but our machine is limited to 3000 rpm so I wouldn't even get half of the recomended cutting speeds on most inserts I can find. Would there be large negative effects caused by the lower cutting speed? I looked at coated hss aswell but those speeds were even higher.
