I Need Help

I'm very new to embroidery and l'm having an impossible time setting up my tension. I am using a Ricoma 1501 TC and have confirmed that am threading it properly. I'm using quality Madeira 40 Polyneon Thread and Madeira pre-wound bobbin. have the Towa Tension Gauge which used to set my tension. I set 25 gf for the bobbin and 170 gf for the top tension, per Madeiras website. But all of my flat tests come out with almost no bobbin showing underneath which, to my understanding, means the top tension is too tight but no matter which way turn the knobs, the underside remains the same ratio. I tried it on different needles and it's the same thing. Please help!
