Why is macOS relentlessly badgering me to accept the iCloud terms and conditions when I've never used iCloud before?

This started happening in the last week and it's driving me bonkers. I don't want to accept the terms. I don't want to use iCloud. Is there any recourse to get rid of this annoyance? Thanks!
