Why are you allowed to be 1lb overweight??

Here is a silly question I've always wondered about but never really got an exact answer. Why are you allowed to be 1- 1.9 pounds overweight for non championship fights? Like a weight limit is a weight limit. Why are you allowed to be over? Take the 145 weight class for example. A fighter can technically fight all his fights weighing in at 146.9 but when fighting for the title must make 145. Why is this? It just seems like the weight limit should be the weight limit for all fights.
