FOTF for Big Collection

Wondering what people’s thoughts are on how many FOTF cards will be needed for a collection voucher on Friday.
12 were available to each player in the first featured program. As far as I know the only way to get additional ones outside of buying on the market place is from chase packs.
The typical assumption of 80% for the collection would be 24 - which I think would be pretty high unless they are planning on making them available in the future stars program.
