Does deferred mean dead?

My niece got deferred and she’s pretty sad. 1580, never a B, never anything but a 5 in 12AP courses. A few community college courses, too. Looks like she’ll be top of her class, but it’s a small town.
Should I encourage her to have hope or to just assume deferred from EA is just a very nice no and she should move on?
