My fellow Libertarians. It is great to be with you today, celebrating yet another powerful year of successes. Entering government. Fighting to achieve the policies outlined in our manifesto. Making the great, great strides towards a better Britain then past governments simply have not done. Polling higher and higher, and winning further support from the British people. Specifically, I am glad to have done my own small part of that in the Home Office.
On September 11, 2001, our world changed. Though the tragic events of that day may have happened in America, they set off a new age of terrorism, violence and tragedy. On July 7, 2005, the Home Office changed. We were forced to confront the new reality of terrorism within Britain, and adjust ourselves from defending ourselves against IRA terror to defending ourselves from radical Islamic terror. I am glad to say that over the last term we have taken major steps to ensure that we are prepared to defend British security, bringing us into the modern era on counter terrorism.
Our focus on, and the passage of, the Counter-Terrorist and Security Bill will be the most enduring legacy of this Government. We balanced our desire for civil liberties with our need for our security. We gave the Government the tools necessary to keep us safe. We implemented common sense measures to keep Jihadis out of the UK and to protect our citizens. We allowed qualified civil servants to stop terror. Most importantly, we made sure that if another tragedy like 7/7 ever happens again, it wonât be on our watch, and it wonât be easy, because we will always value and defend the lives of our citizens. Just because our government isnât flashy, chaotic, and disruptive, like some previous governments I could name, doesnât mean we havenât gotten much done. In fact, it means the opposite. Thank you all, and itâs been great to be with you!
Thank you conference and thank you DexterAamo. Serving as your Home Secretary, as the first Libertarian Home Secretary, has been the privilege of my life in politics. My department has been tireless in updating the United Kingdomâs obsolete counter-terrorism legislation and has sent the strongest possible message to those who would do harm to this country and its citizens; in updating the list of proscribed organisations to include Daesh, Hizbollah and Hamas. The Government has also authored and presented bi-partisan legislation, the Counter-Terrorist and Security Bill to grant Police Constables and intelligence services the powers they require to challenge cases of international terrorism.
I am extremely proud of what my department has achieved during the life of this parliament and extend my gratitude to DexterAamo and those who have worked within the Home Office. But, the job is not done, and we must not become complacent if we are fortunate to return to office in August.
This Government has met the challenge of returning militants who choose to commit atrocities abroad and support violent and barbaric organisations hostile to the United Kingdom and our values. Prosecution of these individuals is often extremely challenging, where there is little intelligence and few records in chaotic and often lawless territory. We must close this âgapâ within our counter-terrorism legislation by making prosecution of returning militants easier. That is why my party will contest the general election with a pledge to make traveling to war zones such as those of Syria, without permission or for a legitimate purpose, a criminal offence in its own right.
We must also ensure my department has the ability to prevent the exploitation of workers wherever it may occur. That is why we will commission a review of the remit of the Gangmasters and Labour Abuse Authority to ensure modern slavery has no place in modern Britain and ensure all possible safeguards have been considered.
My department has also been working with diligence to publish a White Paper concerning an immigration system after the European Union. This will be published before the General Election, to allow you and voters across the United Kingdom to scrutinise the immigration policy of this Government and your party. At the forefront of this White Paper, is evidence-based policy with the independent and expert advice of the Migration Advisory Committee. We are determined to change immigration for the better, welcoming the best and brightest to the United Kingdom while ending Freedom of Movement and ensuring those from every part of the world have the equal opportunity to live and work in our communities.
This Government will ensure the Home Office is able to secure the border and meet the demands of introducing an immigration system after the European Union in tandem with the termination of the implementation period. That is why the Treasury will fund a ÂŁ26 million implementation readiness fund to allow for the recruitment and training of several hundred Border Force agents and personnel supporting the work of UK Visas and Immigration.
