First, I would simply like to point out that the title of this motion is incorrect. Standing Order 6 is not a section. It is simply referred to as "Standing Order 6". I have therefore corrected the title on the business paper, but not on the main division, as to avoid confusion. Now:
The Question is that the main motion, as amended by amendment 3, do pass.
As many as are of that opinion say 'Content', and of the contrary 'Not content'.
Division! Clear the bar.
Motion to amend Standing Order 6
That this House recognises that:
- The Other Place has put stricter rules concerning the rate at which legislation may be read.
- Noble Lords have repeatedly expressed concerns regarding level of scrutiny to bills and motions during Private Notice Questions on 5 February 2019, the debate on Motion 70 on 9 December 2018 and on other occasions during general debates.
That this House resolves to:
- Remove Standing Order 6, instead trusting the Lord Speaker to take an adequate gauge of the situation and to rule what is best for the longevity of the House.
This motion was submitted by the Lord Parkwood as a Private Members' motion.
This division ends on 25 March.
