• For section 1, substitute:

  1. Interpretation

  In this Act:

  • "driving instructor" means a person registered in the register of approved instructors maintained under section 23 of the Road Traffic Act 1962;
  • "dual control car" means a Category B vehicle which is fitted with additonal brake and clutch pedals which can be operated from the front passenger seat;
  • "learner driver" means the holder of a provisional licence to drive Category B vehicles;
  • "motorway" means a special road (within the meaning of the Highways Act 1980) or part of a special road which can be used only by traffic of Classes I or II.

• For the heading for section 3, substitute "Commencement, short title and extent".

• In section 3:

  • In all places where it occurs, for "bill" substitute "Act".
  • In subsection (1), for "shall come into effect" substitute "comes into force".
  • In subsection (3), for "shall extend to England, Scotland, and Wales" substitute "extends to the whole of the United Kingdom".
