MONC Urgency/Queue skippinf

Currently, it seems that Budgets, UQs, and MONCs in the entire Government are the only 3 things that get to skip the Commons queue. I am of the opinion that MONCs in specific ministers should also be allowed to skip the queue, as they are typically at least on the same level of significance as UQs.

In addition, there's an argument to be made that it's more pleasant for everyone, for example: if you're a minister who messed up and you're being MONC'd, you don't want to mess up on Sunday, have press drama Monday and Tuesday, things die down in the mid-week, and then the MONC comes out on Saturday and suddenly you're getting criticised loads again when you thought it was over. You're then likely going to complain to quad that this is amounting to bullying at this stage, it happened ages ago, and people should leave you alone - which is a valid criticism!

So for MONCs to be fair and effective, they should happen immediately. The opposition is obviously happier, the minister isn't having their pain drawn out over such a long time that they get upset and raise valid meta concerns, and the quad likewise is happy as they don't have to make annoying decisions about "do I allow this monc because it's politically relevant, or oppose it because it's being drawn out and is affecting the minister's mental health".
