Moving ALs and Honours to Meta

ModelUSGov just introduced a Hall of Fame, a way to record the accomplishments and influence of major members of their community after they've retired.

Currently we give both ALs and Honours along these lines, though not always, and it never made sense to me. As someone intending to retire from active participation soon, I wouldn't accept an AL or Honour if it were offered (though I doubt it would)

Lords already struggles from lack of engagement and I don't think inactive ALs help that.

I propose we move the awarding of Honours to retired member to a new purely meta institution.
