What to do when naming a member?

So the reason I thought to bring this up is that earlier today we did a lot of naming.

Right now, if you get named, you basically cannot debate. However, if someone really wants to be annoying they could continue spamming until they hit a subreddit ban. But, for that person they may think it's worth it to continue doing rowdy things.

I was thinking, since IRL the person named can't vote, should we put then on a DNV for any vote started that day? It'd help with IRL realism and make it so we rarely have to go past naming someone. The punishment would actually equal the crime without having to go too far like banning someone.
