Remove the word "new" in Section 1(1)(c)
EN: Allows the government to remove UNESCO world heritage sites from the provisions of this Act should they believe it is in their judgement the best for that place.

Insert in Section 1
(5) At any point the relevant minister may overrule the need for a UNESCO Development Permit
