EN: Legislative fault in presuming that current cultural phenomenon will remain relevant, if this legislation is supposed to be long lasting we must allow more flexibility in its provisions

In Section 1(6)

Replace "four (4)" with "two (2)"

EN: By far most households in the UK have 2 children meaning that it would make much more sense to place the cap here, if we are placing the cap for any oversight at 4 children then we must acknowledge almost nobody will be affected. Seems to use 4 is to find a way to remove the cap without outright admitting that.

In Section 1(8)

Omit "In the event of a birth resulting in more than one child," in favour of "In the event of a multiple birth"

EN: Better legal language with a more established meaning that cannot be misinterpreted as technically there cannot be a single birth resulting in more than one child, multiple birth is the proper term.

(5) Replace section 3(1) with:

(1) Care packages are free, provided the couple is not currently claiming any other Government parental scheme or benefit.
