Omit Section 2 (2)

Explanatory note: this seems to make it Parliament’s job to judge The Duke of York’s defence on the criminal matter itself. Since this is a political matter and given the interaction with the implantation clause, it would mean this bill isn’t very functional and means Parliament acts as a second court in this case effectively after a successful conviction.
