After Section 4(1) insert

(2) A company may be only be awarded LTO certification if and for as long as it may be considered a Cooperative.

(3) For the purposes of Subsection 2, a Cooperative is to be defined as a company which is owned by the members of said company, where the members must have 100% of the influence in how the cooperative is run.

After Section 3(9) insert

(10) Bids for a contract must feature a formula by which fares and fees will be calculated and charged by the company in question, and differing prices of journeys must be taken into account by the appropriate national authority, who should select the highest bid which they feel offers a fair deal for rail users.

(11) The formula as defined in subsection 10 of the company which wins the contract must be added as a fixed feature of said contract as a condition of it's signing.
