A01
Remove any point with reference to a digital spine.
Notes: The Digital Competition Act has already mandated an open data system as described here and this would duplicate it in a less efficient and flexible way.

In Section 1(10), Remove
and may be used in place of a provisional driving licence

A03
Replace Section 1 with:
(1) The Home Secretary shall have the power to accredit digital identification systems created by private companies.
(2) To be accredited the digital identification system must:
(a) ensure validity of the client's data against:-
(i) a government issued photo-identification card, or
(ii) a valid birth certificate, and documents confirming a legal name change, and a photo confirmed by a public official who has the power to confirm photographs used on passports.
(b) contain a valid photograph of the client,
(c) contain the full legal name and date of birth of the client, and
(d) ensure the proper security of the client's personal information.
(3) The Home Secretary may by statutory instrument amend subsection (2).
(4) An accredited system shall be valid for the purposes of:-
(a) confirmation of legal name and legal date of birth,
(b) confirmation of legal sex,
(c) confirmation of address, if
(i) the system is accredited for the purposes of address confirmation by the Home Secretary,
(d) confirmation of signature, if
(i) the system is accredited for the purposes of confirmation of signature.
(e) This subsection applies to all public sector purposes and participating organisations.
(5) Sections 4 - 10 of the Identity Documents Act 2010 shall apply to digital identity documents accredited under the provision of this act.
(6) Accredited companies have a legal duty to combat forgery of their identification systems and ensure their systems operate correctly.
(7) The Home Secretary may introduce regulations pertaining to the processes to ensure the organisation can verify the validity of identification.
(8) The Home Secretary may immediately remove the accreditation of any system.
(9) For the purposes of this act:-
"the client" is the person wishing to prove their identity
"the organisation" is the person or organisation wishing for the identity of a client to be proven
Note: This amendment ensures competition can exist within this system.
