Section 4 is amended to read:
Persons employed by the Universal Employment program are to be paid an hourly rate equivalent to 70 per cent minimum wage as set in the National Minimum Wage Act from funding provided by the Secretary of State.

Amend section 4 to read:
Persons employed by the Universal Employment program are to be paid an hourly rate equivalent to 25% of minimum wage as set in the National Minimum Wage Act from funding provided by the Secretary of State.
Persons employed by the Universal Employment program who do not enter into education or training after 6 weeks shall receive no further remuneration
