Okay, how do I actually play this game?

I've tried searching around for a way to get this game running on a PC emulator or whatever I need, but pretty much everywhere I go looking I end up finding dead ends in the form of files, videos or websites that aren't available anymore, including the setup guide on this sub. Does anyone have the necessary steps and files needed to get the game running for me?
