Anyone else noticed that AI rarely forms nations with centralisation requirements?

Can't remember the last time I've seen Spain or Russia form, and most times when I tag over to the country I see they have all the requirements except for centralisation. Seems a shame really considering in my most recent game Aragon has had Castile in a PU since the 1400s and Muscovy owns a huge area in the Russia area. AI just doesn't seem to prioritise AI enough for these missions to work.
Anyone got any ways to fix this maybe?
