Landfriede and Leagues

I passed Ewiger Landfriede prior to religious leagues firing, something like 1560, it's now 1659 and the diet still hasn't fired and I'm stuck in an infinite loop of losing IA without a solution. Should I just keep running 5 speed and waiting, or is something wrong?
I tried to fire it via event command but the command didn't seem to be recognized. Anyone have any ideas?
