Can't complete end civil war mission as Sweden (Sverige)

I started as Sverige and won the civil war (inherited Sweden and became them). I can't click the mission to finish and it says I didn't complete the 'Any/all is in the area Svealand/ Any all is in the area coastal Finland' requirement even though I own all of Sweden/Sverige starting area. I'm not using any other mods.
(Already tried taking Gotland, Russian Finland and colonizing Lappland and other northern uncolonized provinces)
