Can anyone lift Stormbreaker

So obviously only the worth can lift Mjolnir becauseof Odin’s enchantment: “Whoever holds this hammer if he be worth shall possess the power of Thor.” That clearly is shown in Thor the movie and is a running talking point throughout the MCU (and Marvel proper).

BUT as we’ve seen in Infinity War (though I’m not as knowledgeable on Marvel comics, more of a DC fan) Thor or anyone else at the forge did not make such an enchantment. Does this mean that literally anyone can pick up Stormbreaker? I think we’ve only seen Cap do it but that’s apart of the big Mjolnir reveal. So is it possible?
