Question on the Haaland transfer.

Sorry if this is a stupid question. So the deal with Dortmund is done, but personal terms are not done yet. So does this mean this could all fall through, even after all these announcements? Or is it that personal terms have been verbally agreed just need to sign the paperwork? Because surely they can't announce it if there is still the possibility it is not going to happen.
