Using a Shuriken in the Nether causes my game to crash

I started having a problem in 1.3.6 where using a Shuriken in the Nether would cause the game to crash. Shortly after I began experiencing this problem, I learned that I could fix it by disabling the dust storm settings in the Dynamic Surrounding in-game config. That seemed to work great until I updated the pack to 1.3.7 and began experiencing the same problem again. Has anyone else had the same issues I am? If so, are there any solutions?
